Rostering looks like a small job. Counted properly — across more than 1,500 participating Australian shift-based businesses — it turns out to be one of the largest recurring administrative loads a small business carries, and it never stops accumulating.

A remarkably steady number
Look at any single business and the numbers vary wildly. Look at the rate per employee and something odd emerges: it barely moves.
A business that started rostering six months ago and one that started seven years ago publish shifts at almost exactly the same rate per head — between 134 and 142 shifts per employee per year. That is two and a half to three shifts a week, which is the signature of a workforce built on part-time and casual hours rather than full-time salaried staff.

Every week of trading adds another layer of roster, and none of it goes away. The per-head rate is flat; the cumulative total is anything but.

A business six years into rostering has published 19,246 shifts. Each one is a decision about who works, when, at what rate, under which agreement — and each one eventually has to reconcile against a timesheet and a pay run. Framed as a weekly chore it sounds trivial. Framed as a six-year record of twenty thousand scheduling decisions, it is a serious piece of business infrastructure.
What this means if you roster staff
Plan for the rate, not the headcount. At 2.7 shifts per employee per week, a 20-person team generates roughly 54 shifts a week and about 2,800 a year. That is the volume your approval, timesheet and pay-run process actually has to carry — use a roster cost forecast to price it before the season, not after.

Small errors compound at this volume. A penalty rate applied wrongly on one shift is trivial. Applied across 2,800 shifts a year for six years, it is a material liability — which is the case for automated award interpretation rather than a spreadsheet. How this was measured, and what it does not show
Every figure covers shifts published by a randomised sample of more than 1,500 participating Australian shift-based businesses, measured as at August 2026. That sample is a subset of the 30,000+ workplaces using RosterElf, not the whole platform — the paragraphs below explain how it was drawn and what it can fairly claim.
- Why 1,500 and not 30,000. The businesses were selected at random from across the platform — not chosen for being the busiest, the largest or the longest-running. Randomising matters more than raw sample size: a hand-picked set of any size carries the bias of whatever rule picked it, while a random 1,500 is large enough to be stable and representative of the wider group.
- This is not a survey of Australian business. It describes businesses that chose to adopt rostering software, self-selected toward operations that had already decided their scheduling was worth digitising. Read it as a picture of organised shift work, not of shift work in general.
- "Per employee" uses staff records created, which accumulates over time and includes people who have since left. The true per-head rate for currently-employed staff is therefore somewhat higher than the 2.7 shifts a week shown here.
- All per-business and per-employee figures are medians, not averages, so a small number of very large rosters cannot distort them. Shift counts are cumulative lifetime totals per business and rise consistently with business age, which is what a live cumulative counter should do.
- Deliberately excluded: an industry breakdown, which could only be inferred from business names and covered too small a share of the sample to publish honestly.

- Across more than 1,500 participating Australian shift-based businesses, the median employee is rostered 2.7 shifts per week, or about 139 shifts per year. That is the signature of a workforce built on casual and part-time hours rather than full-time salaried staff. The figure is a median across all rostered staff, so an individual casual may sit well above or below it depending on the industry and the season.
- The Fair Work definition is the useful one: a part-time employee works less than 38 ordinary hours per week and has reasonably predictable hours, agreed in writing. Most modern awards require that agreement to set out the days, the start and finish times and the minimum engagement per shift. Our roster data shows what that looks like in practice — a median of 2.7 rostered shifts per employee per week across participating businesses.
- Full-time is defined by hours rather than shifts — 38 ordinary hours per week under the National Employment Standards. Depending on shift length that is typically 4 to 5 shifts a week. The 2.7 median in this study sits well below that because the sample is dominated by casual and part-time rosters, which is characteristic of shift-based industries such as hospitality, retail, aged care and cleaning.
- Barely. Businesses rostering for three months and businesses rostering for six years publish between 134 and 142 shifts per employee per year — a spread of about six per cent across five cohorts that share nothing but the software they use. Only the longest-tenured group (6+ years) sits meaningfully higher, at 167. The rate per head appears to be a property of shift work itself rather than of business maturity.
