What sits in the core layer
HR platforms are usually described in three layers. Core HR is the bottom one, and the only one that is genuinely mandatory:
- Core HR — employee record, self-service, onboarding and offboarding, contracts, policies, documents, leave
- Talent — recruitment, performance, learning, succession, compensation
- Payroll — paying people, STP reporting, superannuation
Vendors sell across all three, which is why category labels blur. HRIS, HRMS and HCM are used interchangeably — judge a platform on which layers it actually covers.
What core HR needs to do in Australia
Four requirements are specific to operating here, and a global platform can miss all of them:
- Seven-year record retention — employee records must be kept for seven years under the Fair Work Act, longer than the ATO's five-year rule
- Policy acknowledgement tracking — evidence of who accepted what, and when
- Certification expiry — licences that lapse are a compliance and trading risk
- Leave against the NES — annual, personal, long service and parental leave with the right accrual rules
Where core HR stops
Core HR holds the record; it does not decide what someone should be paid. In a shift-based business the gap between "we hold this employee's classification" and "this Saturday evening shift costs this much" is where modern award interpretation sits — and it is outside the core HR layer in every platform on the market.
That gap is why award-covered employers usually end up with a workforce platform alongside, or instead of, a conventional HRIS.
