Know who is certified before you roster them
Manager's certificates, practising certificates, licence endorsements and site training all expire on their own schedule. Store them against the employee, get warned early, and never roster someone onto a shift they are no longer qualified for.

What expires, and under which Act
These are New Zealand instruments, not Australian ones renamed. There is no RSA and no White Card here — the equivalents come from different statutes with different renewal cycles.
Licensed premises
Sale and Supply of Alcohol Act 2012
A certificated duty manager must be on duty whenever the premises are open for the sale of alcohol. Manager’s certificates are issued for a fixed term and must be renewed, and the Licence Controller Qualification sits behind them.
Health and care
Health Practitioners Competence Assurance Act 2003
Regulated practitioners must hold a current annual practising certificate from their responsible authority. It lapses on a date, not on a warning, and a lapsed APC means the person cannot practise.
Food businesses
Food Act 2014
Operating under a food control plan or national programme means named people are responsible for specific checks. Verification visits ask who is trained and when.
Transport and delivery
NZ Transport Agency Waka Kotahi
Driver licence classes and endorsements — passenger, vehicle recovery, dangerous goods and forklift among them — expire on their own cycles, independently of employment.
Sites and plant
Health and Safety at Work Act 2015, s36
A PCBU must ensure workers have the training, instruction and supervision needed to work safely. Where a task requires a specific competence, rostering someone without it is the employer’s exposure, not the employee’s.

A lapsed certificate is discovered on the shift, not in HR
Certificates rarely lapse because someone refused to renew. They lapse because the expiry date lived in a folder nobody opened, and the first person to notice was the duty manager at 6pm on a Friday with a roster already published.
Found too late
The roster is already out, the shift is covered by the one person whose certificate expired last week, and the fix is a swap under pressure.
Found in time
The warning arrives while renewal is still routine, the employee books the course, and the roster is never affected.

- It depends on the sector, but the common ones are manager’s certificates under the Sale and Supply of Alcohol Act 2012, annual practising certificates under the HPCA Act 2003, food safety roles under the Food Act 2014, driver licence endorsements issued by NZ Transport Agency Waka Kotahi, and first aid and site-specific training. New Zealand does not use the Australian RSA or White Card — those are Australian instruments with no application here.
- The individual holds the certificate, but under section 36 of the Health and Safety at Work Act 2015 the PCBU has the primary duty to ensure workers are adequately trained and competent for the work. Rostering someone onto a task they are no longer certified for is the business’s problem.
- A certificated duty manager must be on duty whenever alcohol is being sold or supplied under the licence. In practice that makes certificate expiry a rostering constraint, not just an HR record — which is why the two need to sit in the same system.
