Leave - Add Partial days off

Allow staff to request partial day leave for appointments or personal matters without taking a full day off.
Many employees need to take a few hours off for medical appointments, school pickups, or other commitments. Currently they have to take a full day of leave which is inefficient.
Requested features:
- Half-day leave options
- Hourly leave requests
- Integration with timesheet calculations
- Proper leave balance deductions for partial days
